The JBRSOFT, with the support of USAID’s PQM+/ USP, is seeking a highly skilled Technical Policy Writer. The selected candidate will assist in developing comprehensive reports and documentation to support the digitization of National Regulatory Authority (NRA) functions. The objective is to enhance regulatory efficiency, pharmaceutical governance, and align digitized systems with the National Digital Health strategy.

Key Responsibilities:
  • Develop a comprehensive Digital Architectural Blueprint document outlining the alignment of digitized NRA systems with the National Digital Health strategy for the Directorate General of Drug Administration (DGDA).
  • Create a detailed Digitization Roadmap document that includes development goals, milestones, timelines, and required resources.
  • Draft guidelines and procedures for the implementation of electronic systems, databases, and platforms for application submission, processing, tracking, and monitoring.
  • Provide recommendations for cross-functional digital solutions to ensure data integrity and address gaps in existing electronic systems.
  • Document an in-depth assessment of the current IT infrastructure, identifying gaps and weaknesses.
  • Incorporate feedback from stakeholders into reports and documentation.
  • Support the development of a revised organogram for DGDA’s IT department, detailing roles, responsibilities, and competencies.

Qualifications
  • Master’s degree in Public Policy, Public Health, Information Technology, Communications, or a related field.
Experience Requirements
  • Minimum of 5 years of experience in technical writing, policy development, or related roles.
  • Proven experience in developing comprehensive technical reports and policy documents.
  • Familiarity with health information systems and digital health strategies is highly desirable.
  • Experience working with government agencies, international organizations, or donor-funded projects is an advantage.

  • Ability to translate complex technical information into clear, concise, and accessible documents.
  • Strong organizational and project management skills.
  • Excellent communication and interpersonal skills.
  • Proficiency in Microsoft Office Suite and other relevant software.
